What are the roles and responsibilities of Carnation and King County as both head into construction to build Carnation's wastewater treatment system?

  City of Carnation King County
What are they in charge of? Construct the vacuum station and nearly 11 miles of collection system pipe that will bring wastewater from homes and businesses to the new treatment plant. Build the wastewater treatment plant and pipe taking treated water to the river and wetland discharge location.
When? Construction will begin in late June or early July 2006 and will continue until late 2007. Construction will begin in August 2006 and will continue until early 2008.
Where? Construction will begin near the vacuum station site at the west end of Entwistle Street and proceed into neighborhoods all over the city. The treatment plant will be located at the west end of Entwistle Street, next to the vacuum station.
What can citizens expect? Trenching will occur all over the city, construction will eventually be right next to every home or business. There may be noise, dust, traffic and property disruptions—but everyone will have our full cooperation in minimizing these impacts. The hotline number to call about any issues is 425-890-9790. Some truck traffic and construction noise, but most of the work is limited to the treatment plant site and along the conveyance piping route.
Who's doing the work? Vanir Construction Management will oversee the work. Buno Construction will be constructing the collection system, and the City will soon select a contractor to construct the vacuum station. King County staff will oversee the treatment plant and conveyance system construction. Harbour Pacific Contractors, Inc. (external link) will be constructing the treatment plant and conveyance system.

Construction impacts -- what can you expect?

The City of Carnation is building the collection system and vacuum station that will bring wastewater from homes and businesses to the treatment plant. King County has been hired by the city to build and operate the treatment plant and discharge facilities. The city expects to begin construction in late June or early July and the county started construction of the treatment plant in August 2006. The city and the county will work closely with the community to minimize potential construction impacts. Two construction kickoff meetings to address community member questions were held summer 2006. What will be done to minimize construction impacts?

The city and county will work with their contractors to ease the impacts of construction on the community in many ways, including:

  • Limiting most construction activities to the hours between 7 a.m. and 7 p.m.
  • Working with businesses and residents to minimize traffic impacts, and letting people know when construction will affect traffic.
  • Always giving emergency vehicles priority access.
  • Providing clear, up-to-date signs on short detour routes where needed.
  • Working with contractors to minimize mud and dust and keep streets clean.
  • Putting a priority on safety for children, pedestrians, pets, and vehicles.
  • Securing construction sites with fencing.
  • Providing a staffed, 24-hour hotline to call with questions or concerns.

What is the status of the wetland discharge?

On May 6, 2006, a field day was held at Chinook Bend for local residents to find out more about the exciting reclaimed water wetland enhancement project. The wetland discharge is expected to come on line as soon as the treatment plant successfully goes through its start up procedures and is operating effectively. A survey of the wetland enhancement project site has recently been completed by Ducks Unlimited. Water quality and soil data are currently being collected. Preliminary designs are underway.

What type of treatment plant is planned?

The Carnation Wastewater Treatment Plant is being designed to meet or exceed stringent water quality standards for discharge or water reuse. The treatment plant will use an advanced treatment technology called a membrane bioreactor (MBR) system instead of the large round settling tanks used in conventional plants. More...
