Addendum 1 to Final EIS now posted (Nov. 15, 2006).
King County has issued an addendum to the final environmental impact statement (EIS) for the Carnation wastewater treatment plant project. The addendum includes some new information about discharging reclaimed water from the new plant to enhance wetlands and help control invasive species at the Chinook Bend Natural Area.

What is included in the Final EIS

The Final EIS consists of the Draft EIS (bound separately) and an addendum. The addendum consists of an updated fact sheet, responses to comments received on the Draft EIS and changes to the EIS. Read more on the form of the Final EIS.

The Draft EIS is a complete document containing all EIS elements required by the State Environmental Policy Act. The addendum includes only those elements of the Draft EIS that have been changed. Readers seeking the complete EIS should begin with the Draft and then consult the addendum for the relatively few changes it contains.

The first three chapters of the Draft EIS contain a project description, comparison of alternatives, background, and summary of impacts and mitigation measures. The comparison of alternatives highlights key environmental issues and options. Impact comparison tables are in Chapter 3.

The bulk of the Draft EIS (Chapters 4 - 15) sets forth this analysis in greater detail. For people unfamiliar with some terms used in the Draft or Final EIS, a glossary and acronym list are provided. The Draft EIS also includes a cover letter, fact sheet, appendices, and technical memorandums.
