Final Environmental Impact Statement

Final EIS coverKing County's Department of Natural Resources and Parks has prepared the Final Environmental Impact Statement (EIS) on the Carnation Wastewater Treatment Facility. The EIS provides decision-makers, regulatory agencies and the public with information and evaluation of the probable significant adverse environmental impacts of the Carnation proposal. It also identifies alternatives and reasonable mitigation measures.

Addendum 1 to Final EIS now posted (Nov. 15, 2006).
King County has issued an addendum to the final environmental impact statement (EIS) for the Carnation wastewater treatment plant project. The addendum includes some new information about discharging reclaimed water from the new plant to enhance wetlands and help control invasive species at the Chinook Bend Natural Area.

Form of the Final EIS

As provided by rules of the State Environmental Policy Act (WAC 197-11-560(5)), this Final EIS has been prepared in the form of an addendum. The Final EIS consists of the Draft EIS (bound separately) and the addendum. The addendum consists of an updated fact sheet, responses to comments received on the Draft EIS and changes to the EIS.

The changes to the EIS are organized by chapter of the Draft EIS. Only chapters containing changes are included in the addendum. Within these chapters, only those numbered sections, subsections, tables or figures containing changes are provided. These sections, etc., are provided in their entirety. A list of the changed elements is provided on the title page for each chapter. For the Final EIS these elements take the place of their predecessors in the Draft EIS. The complete Final EIS consists of these changed elements, the unchanged elements of the Draft EIS, and the responses to comments.

Who will receive the Final EIS

The Final EIS Addendum is being mailed to everyone who received the Draft EIS and everyone who commented on it. Please click here on how to get a free copy of the Final EIS.

Appealing the Final EIS

Anyone wishing to appeal the adequacy of the Carnation Final Environmental Impact Statement must file a notice of appeal and the appeal fee with the SEPA responsible official. The notice of appeal must be received at the address below no later than 5 p.m. on Nov. 1, 2004:

According to KCC 20.24.450, the notice of appeal must be accompanied by the appeal fee of $250. Payment must be by check or money order made payable to “King County Treasury.”
