cover to CSI Program Update, June 2007This regional Conveyance System Improvement Program Update implements conveyance policies contained in the Regional Wastewater Services Plan (RWSP), adopted by the King County Council in 1999. The update identifies projects needed for increasing capacity in the conveyance system to accommodate population growth; and, also provides a status on the County’s asset management program for replacing or substantially rehabilitating deteriorated portions of the system. It then lays out a schedule and budget for these projects.

Component (local) sewer agencies were instrumental in helping to identify conveyance needs, and prioritize projects through their participation on MWPAAC’s Engineering and Planning (E&P) Subcommittee and through one-on-one meetings with Wastewater Treatment Division staff.

Vulnerability of Major Wastewater Facilities to Flooding from Sea-Level Rise, July 2008

King County's Wastewater Treatment Division maintains 77 major facilities, 40 of which are situated adjacent to tidally influenced water bodies. As effects of climate change continue to grow, the potential for flooding at these facilities as the result of sea-level rise must be assessed and mitigated. The first step in planning for the effects of sea-level rise is to identify which facilities are at risk. This report identifies these facilities and their potential for flooding, considering the effects of both sea-level rise and storm surges, and then recommends the next steps in planning for this change.

Cruise Ship Wastewater Management Report, August 2007

cover to Cruise Ship Wastewater Management Report, August 2007In April 2007, the King County Council passed Motion No. 12498, which directed the Wastewater Treatment Division to work cooperatively with the Port of Seattle (external link) and other affected agencies to undertake a study of the potential for processing marine cruise industry-generated wastewater through the county's wastewater treatment system. The Council’s Motion directed that the following elements be included in the study:

  • Impacts to the environment that can be avoided through the diversion, of waste from cruise ships through the county's wastewater management system;
  • The capacity of the county's wastewater treatment system to receive and process the volumes of waste generated by the marine cruise ships which visit local port facilities, now and in the future;
  • A summary of piping, coupling and other mechanisms needed to channel waste from visiting cruise ships to the county's wastewater management system;
  • Any displaced future opportunity for wastewater processing capacity utilization by resident users of the wastewater management system;
  • Costs for waste diversion, and any appropriate financial arrangements to address costs;
  • Economic or other impacts to the cruise ship industry; and
  • A recommendation regarding any appropriate council action.

Initial CSI Basin Planning, 1999-2003

CSI subregional planning areas within the WTD wastewater service areaInitial CSI wastewater basin planning for the county's regional basins was completed in 2003. The focus of the CSI program was to develop approaches to upgrading and improving the level of service of the regional conveyance system for the 34 local sewer agencies in King and Snohomish Counties. The five-year planning effort began in 1999 and includes the following documents, tools and background information:

  • miscellaneous reports
  • system planning tools, including Tabula Rasa
  • planning approach, 1999-2003
