image of 3 partner's logos How can a government make it economically feasible to invest in environmentally friendly development? King County answered this question with the help of the National Development Council (NDC), an economic development non-profit with 30 years experience bridging the gap between public and private sector investment across the nation. NDC was able to quickly create a unique not-for profit to issue tax-exempt bonds under revenue ruling 63-20 to fund the project. This approach allowed the project to benefit from a private sector construction process to increase efficiency and reduce costs.
 
Working together, King County and NDC set in motion a competitive process to select a developer for the design-build project. Wright Runstad and Company was chosen and accepted the challenge of integrating first-of-its-kind environmental technology into an office building setting.
 
From its unique water reclamation system, to adaptive heating and lighting systems, Wright Runstad managed both design and construction risks in exchange for the opportunity to be one of the first developers anywhere to use state of the art environmental construction techniques.
