Purpose

The purpose of the Technical Committee was to support the work of the Steering Committee by overseeing the conduct of the Strategic Assessment, which in turn provided the scientific foundation for the Salmon Habitat Plan (August 2005) .

Through this technical work, the Technical Committee also provided guidance and support as needed for the Salmon Recovery Funding Board and King Conservation District funding processes.

The Technical Committee:

  • Ensured a science-based approach to watershed (WRIA) salmon habitat planning,
  • Provided oversight of the Strategic Assessment, research priorities, and completion of research, consistent with the Habitat Plan Work Plan and Schedule and the Strategic Assessment Work Plan,
  • Supported the Steering Committee in development of a Habitat Plan, and
  • Helped identify and prioritize projects for implementation.

Accomplishments

In December 2000, the predecessor of the Technical Committee, which included most of its current members, completed the WRIA 9 Habitat Limiting Factors and Reconnaissance Assessment Report, which summarized existing information about salmon use and habitat in the Green/Duwamish and Central Puget Sound Watershed (WRIA 9).

The Technical Committee's progress report for the year 2001 is available for downloading (Adobe Acrobat 169 KB).

In 2004 and 2005, the Technical Committee completed nearly a dozen reports that make up the Strategic Assessment.

Membership

The membership of the Technical Committee was comprised of staff from local governments, state and federal agencies, and consultants with expertise in:

  • fisheries science/biology,
  • marine biology/ecology,
  • salmonid biology/spawning/habitat restoration,
  • hydrology/soil science,
  • applied ecology/wetland ecology,
  • water resources engineering (water quality, hydrology), and
  • estuarine ecology/wetland plant ecology.

Technical Committee members were appointed by the Forum upon a recommendation of the Steering Committee.

Technical Committee Replaced by Implementation Technical Committee

With the completion of the Salmon Habitat Plan, the work of the Technical Committee was complete. Technical assistance for Plan implementation is provided by the Implementation Technical Committee, which was established in 2006.
