Tabula Rasa conveyance system cost estimating software Tabula Rasa is a computer program that has been developed for use
by King County staff and consultants to provide conveyance cost
estimates at the planning level. This program was updated in December 2005 (refer to Task Memos below) and is available to download for free.

Technical Memorandums
All work documented in the Task 1 through 5 memos was done by CH2MHill's Bellevue office under contract to the King County Wastewater Treatment Division (WTD). The Tabula program itself is owned by WTD - and as such, can be made available to the public free of charge. The following documents are in Adobe Acrobat format.
- Task 1 Memo, Unit Cost Update, Nov. 21, 2005 (161 KB)
The Task 1 memo summarizes the research and analyses to update construction unit costs within the Tabula Program. The associated appendices contain the actual updated unit costs that were input into Tabula.
- Task 1 Addendum, Modification of Residential Right-of-Way Costs, Nov. 30, 2005 (68 KB)
The Task 1 Addendum memo updates Right-of-Way costs in Task 1. Revised tables include "King County Property Land Value" (listed in Task 1 memo) and "Table 4 (Modified). Right-of-Way Acquisitions & Easements" (listed in Appendix D).

The Task 2 memo identifies new unit costs for earthwork and disposal costs that were not in the original Tabula program.
- Task 3 Memo, Modify and Expand Cost Curves, Nov. 28, 2005 (53 KB)
The Task 3 Memo contains information on how cost curves were expanded within Tabula to estimate costs for a wider range of facility sizes. Specific emphasis was on developing cost curves for pump stations for pump stations of less than 5 mgd. The cost curve has been expanded downward to capture pump station with a 0.5 mgd capacity.
- Task 4 Memo, Escalation Rate, Oct. 28, 2005 (88 KB)
The Task 4 Memo contains information how the escalation factors in Tabula were updated. The escalation factors are used for two purposes. The first is to bring database costs in the program up to current dollars at the time of estimate preparation. The other purpose is to adjust estimate costs developed through Tabula into future dollars as appropriate for the specific project construction schedule.
