Local Agency Involvement > Workshops Local Agency WorkshopsThe implementation of the County's Regional I/I Control Program includes the continuous need to build and maintain consensus with the Local Agencies throughout the contract term. Key to the consensus building process throughout the Regional I/I Control Program is the work of the Local Agency and policy managers to maintain clear lines of communication between the Local Agencies and King County throughout the Program. This approach has proven to be instrumental in the successful implementation of key elements of the Regional I/I Control Program. 29, 2000 approximately 80 attendees, including Local Agency, political,
policy and technical representatives, consultants, and County staff participated
in the first of fourteen regional workshops and provided the following:
an introduction of the County's I/I Control Program, its goals and schedule,
and proposed implementation strategies. Participants held roundtable discussions
regarding pilot project selection criteria, reimbursement criteria for
pilot projects, agency equity issues, Local Agency coordination, communication
and briefings, and I/I assessment protocols. Councilmember David Irons
addressed the workshop participants. Workshop No. 2 - Pilot
Project Selection Criteria - On April 25, 2000 approximately 73
Local Agency, consultant and County representatives participated in an
I/I Control Program workshop to discuss and define the criteria that will
be utilized to chose pilot project basins and ultimately 10 pilot projects.
These pilot projects will be sent to the Council for review and approval
in accordance with RWSP Policy I/IP-2.1. Councilmember and RWQC Chairperson
Louise Miller addressed the workshop participants. Workshop No. 3 - Flow
Data, Modeling and Assessment Protocols - On July 18, 2000 approximately
54 Local Agency, consultant and County representatives participated in
an I/I Control Program workshop to discuss and define the technical and
engineering components of the Program. Key elements of the workshop included
flow metering; rainfall measurement, and data interpretation methodologies;
infiltration and inflow modeling, and rehabilitation cost estimating protocols.
Information on the County's efforts to apply for supplemental Federal
I/I funding was also presented to the Local Agency representatives, including
the need for Local Agency letters-of-support. A post-workshop briefing
on the use of the CALAMAR rainfall-modeling program was presented. Workshop No. 4 - Financial
Concepts and Alternatives for Sharing I/I Control Costs - On November
16, 2000 approximately 80 Local Agency, consultant and County representatives
participated in an I/I Control Program workshop to review and discuss
financial and policy components of the Program. Key elements of the workshop
included a review of Local Agency/King County contract agreements, application
of financial concepts to the I/I Control Program, and financial cost sharing
policy alternatives. The goal of the workshop was to present the wide
range of financial/policy alternatives available for the Local Agencies
and the County to incorporate into the I/I Control Program. County Executive
Ron Sims and Councilmember Louise Miller addressed the workshop participants.
Workshop No. 5 - Flow Modeling
- Two identical modeling workshops that focused on wastewater flow modeling
were held with Local Agency representatives, one in the North Region on
February 27, 2001 and one in the South Region on March 1, 2001. Attendees
were largely technical representatives from the Local Agencies and interested
policy representatives (40 total representatives attended), as well as
King County staff and members of the consultant team. This workshop presented
many modeling topics, including the need for wastewater flow modeling;
what models can do and how they work; an overview of the model that King
County selected; the development and calibration of the selected model
and applications of the model. Workshop No. 6 - Design Standards, Alternative Contracting Methods, and Private Property Approaches. This workshop, held July 31, 2001, focused on the following I/I Control Program topics:
Local Agency input was solicited before the workshop on these topics
and the information gained was incorporated into the workshop documents
and presentations. Local Agencies were encouraged to provide additional
comments and input at this workshop to guide the ultimate I/I Control
Program recommendations. Also featured was an update on various Program
elements currently underway. Workshop No. 7 - New and Rehabilitation Construction Design Standards. This workshop, held January 30, 2002, had the following objectives:
Local Agency input on the draft standards, procedures and policies was
solicited during the fall of 2001 and the comments supplied were incorporated
into the workshop documents and presentations and made available at the
workshop. Local Agencies were encouraged to provide additional comments
and input at this workshop to guide the ultimate I/I Control Program recommendations.
Also featured was an update on various Program elements currently underway.
Workshop No. 8 - Selection
of Regional I/I Control Pilot Projects. The primary focus of Workshop
#8, held Tuesday, August 30, 2002, was to review the pilot basin/project selection criteria and proposed
pilot basins/projects, and to reach agreement on a maximum of 10 pilot
basins/projects, not to exceed a value of $9 million. Presentations, including
questions and answers, were made on each candidate pilot by the appropriate
Local Agency representative. A blind vote resulted in the list of 10 pilot
basins/projects that will receive funding from King County. Workshop No. 9 - Results
of Sewer System Evaluation Surveys and Pilot Projects Update. The
objective of Workshop #9, held Tuesday, January 14, 2003, was to update
Local Agency representatives on the results of Sewer System Evaluation
Surveys (SSES) for the I/I control pilot projects and to review pilot
project schedules. There was also be a report on the status of the MWPAAC
RWSP Subcommittee review of the standards, procedures, policies, and Intergovernmental
Agreements (IGAs) that will govern I/I control projects. Future WorkshopsRefer to the program schedule for list of future workshops. |
